Does the proposed cost align with the available information?
A 30% CMAR proposal came in significantly above the project's earlier conceptual budget. Some of the increase was supported by added scope and a larger building, but benchmarking identified several costs that remained well above comparable projects.
The analysis helped focus the review on the areas that warranted further discussion. The contractor later submitted a revised proposal approximately $1.4 million lower.

Does the planned investment align with comparable projects?
A major roadway project was being considered using an early construction budget that did not account for the full cost of project delivery. We used comparable project data and conceptual cost analysis to develop a more complete picture of the anticipated investment.
The analysis identified a significant funding gap before the project gained momentum, giving the owner the information needed to reconsider the project and reallocate available funding.

What value does the available evidence support?
An owner and developer needed to establish a fair in-lieu value for planned public improvements. We independently reviewed the opinion of probable cost and compared the proposed costs against current market conditions and relevant historical data.
The analysis established a supportable value that gave both sides a common basis for discussion and ultimately helped move the decision forward.
